Andrew Mapstone MA BA(Hons.) DipM MCIM
Andrew worked for ten years for the largest supplier of void security services, Sitex Security Products Ltd which was acquired by Orbis Property Protection PLC in 1999. He has direct experience of void security service provision, tendering procedures and void operations on a European-wide basis. Essentially in voids, what works, what doesn’t and the wider regeneration impact of void security.

Most importantly, his role as a main board Director for Orbis PLC until May 2002 required an in-depth understanding of void management best practice within landlords and organisations like the Empty Homes Agency, National Association of Empty Property Practitioners, Chartered Institute of Housing, the National Housing Federation etc.

He was personally responsible for developing and launching a void security alarm division (RiskMaster) and introducing the concept and practice of void security risk management using both physical and electronic security services. Ultimately he created the first workable void property insurance scheme through an independent insurance policy. He also championed the provision of wider estate-based and re-let services to minimise void turn-around times including neighbourhood warden schemes.

Since leaving Orbis, he has written a good practice guide on behalf of the Empty Homes Agency and Crime Concern – ‘It’s a criminal waste’ – backed by the ODPM (Office of the Deputy Prime Minister), has conducted a feasibility study into void turnaround through the intermediate labour market (ILM) for Carmarthenshire County Council and has presented to a wide range of social landlords on void security best-practice. He has also presented a workshop on void security at the European Network for Housing Research (ENHR).

He has supported choice-based letting of low-demand dwellings through internet portals such as HOMES and Homes on the Net promoting void marketing.

Educational background include a business degree and masters degree for a void security research paper entitled; ‘To screen or not to screen – evaluation of the decision-making processes within social landlords’.
